This is Locking Tab that prevents the two wheel bearing adjusting nuts from coming loose.
Pro Tips:
When installing these "star washers" pay careful attention to the two nuts - they are stamped out and have a sharp flattened side and a smooth rounded side. If you place the first nut against the claw thrust washer (90214-42030) with the flat side facing it, and then put the star washer in place, follow up with the second nut against the star washer with the smooth side also facing it with a tiny dab of grease on the nut - this prevents star washer from having its tongue ripped off as you tighten the nut down.
Make sure you bend one tab forward and one tab backward over the two adjusting nuts to secure the nuts into place. See a Toyota Factory Service manual for further details.
