Is your heater only working on high speed only or one of the other speeds? Then it's very likely that you need to replace your heater blower motor resistor. It's easy to do, as the resistor is mounted with one Philips screw to the motor housing.
This part is for 24 Volt models, such as some Canadian Spec BJ70s (some were 12V, and others were 24V - check carefully), and imported Japanese BJ70, BJ71, BJ73, BJ74, PZJ70, PZJ77, HZJ70, HZJ73 & HZJ77.
